About Project

In recent years, Slovakia has been steadily declining in the global rankings of corruption perception (see Corruption Perception Index of Transparency International and World Bank Corruption Control Index). From these reasons there was a need to improve the position of the Slovak Republic in the perception of corruption and to increase the effectiveness of corruption prevention in the public sector. Therefore the Office of the Government of the Slovak Republic has requested the inclusion of a project dedicated to improving the integrity of public administration and the fight against corruption into the pre-defined projects financed by grants from the EEA and Norway.

In November 2018, a Programme Agreement between the Financial Mechanism Committee established by Iceland, Liechtenstein and Norway and the Government Office of the Slovak Republic for the financing of the Programme “Cross-border Cooperation / Good Governance, Accountable Institutions, Transparency” was concluded. The part of this programme are pre-defined projects and one of these pre-defined projects is project “Improving Integrity of Public Administration in the Slovak Republic” with the Office of the Government of the Slovak Republic as the Project Promoter.

The project title „Improving Integrity of Public Administration in the Slovak Republic“ benefits from a EUR 1,275 mil grant from Iceland, Liechtenstein and Norway through the EEA Grants and Norway Grants. The project has been co-financed from the State Budget of the Slovak Republic in the amount of 225000 EUR. The aim of the project is to improve the position of the Slovak Republic in the perception of corruption and to increase the effectiveness of corruption prevention in the public sector. Public integrity review The review shall be elaborated by the OECD, and the Project Promoter (the Government Office of the Slovak Republic) shall provide any necessary assistance. project will work closely with other state institutions and bodies, in particular the Ministry of Justice of the Slovak Republic, the Ministry of the Interior of the Slovak Republic, the Ministry of Education, Science and Research and Sports of the Slovak Republic The, the Prosecutor General's Office and the Civil Service Council. At the same time, it will provide conceptual, methodological and management activities in the area of ​​corruption prevention and improvement of public integrity in the state administration. The main target groups of the project are civil servants in central state administration bodies. However, the project also focuses on the involvement of young people, with cooperation with the Ministry of Education as well as the general public in order to achieve a real improvement in the public's perception of corruption. In this context, special emphasis will be placed on raising awareness of public integrity, ethical behavior of public sector employees and the prevention of corruption.
